Franco asked about ordinance applicability to commercial businesses and suggested more study was needed. The rest of council agreed that an outward ban on gas-powered lawn equipment could negatively impact local business. Council moved forward with this green-friendly initiative with an amendment to remove citation enforcement.

Finding that an alternative high-density housing project was not what this neighborhood needed, Franco involved the community to analyze the positive social, environmental, and fiscal impact to the proposed creation of Coyote Park (details linked below).

BUDGET APPROPRIATION FOR THE KOREATOWN FREEWAY SIGNS
The proposed spend of nearly $50k for signs to be placed by Caltrans on the freeway seemed irrational. Caltrans would not allow deviation from their creative standards. Franco proposed using the existing digital billboards to accomplish the same task, faster, with more creative control, and at ZERO cost. Although the motion passed (3-2), Franco moved to use the digital billboards anyway (image below).

PROVIDE DIRECTION REGARDING DESIGN AND CONSTRUCTION OF THE FRIENDSHIP PARK PROJECT
The commencement of this project (Korean Pavilion) bypassed architecture RFP, which Franco was firm about previously. New data showed how this single project was going to cost multiple millions of dollars. Several members of the community spoke publicly against it, Councilmembers spoke in opposition to approving the construction of the Korean-themed pavilion at this time due to the project cost, and the initiative was rejected (4-1).

With complaints dating back to the 1960’s and code enforcement violations amounting, Franco and the rest of council deemed it as a public nuisance; to affirm the Planning Commission’s decision; and, emphasized on the City’s ongoing effort in maintaining public health and safety for members of the community.
